Technical. Mr. Inskeep has a total of 21 years experience as a computer professional. He has demonstrated a full range of technical skills from determining users' technical needs, performing requirements analysis, developing functional requirements, writing and testing computer programs in a range of languages, and maintaining large scale systems. Taught third, fourth grade, and an ungraded intermediate class for students significantly below grade level in reading. Taught all subjects, using computer technology introduced into the school by Mr. Inskeep. Taught after school courses in computers open to any students and their parents. Managed multi-million dollar support contract with NASA's Office of Safety and Mission Quality (Code Q). Actively participated in Code Q's showcase Total Quality Management (TQM) project to improve budget preparation and monitoring processes. Responsible for installation and expansion of Novell local area network (75 users) as well as PC hardware and software maintenance and training. Managed development of numerous application systems, including Space Shuttle problem reporting and tracking systems, budget and cost reporting systems, and personnel action log systems (including automated forms generation). Managed over 65 computer professionals through three Directors and 12 project managers. Responsible for profitably administering all aspects of a large multi-million dollar task order contract with the General Services Administration doing business with such agencies as the U.S. Navy (Navy Military Personnel Command, Navy Recruiting Command, Navy Military Sealift Command), U.S. Army (Corps of Engineers, Army Intelligence), Office of the Secretary of Defense, Department of Treasury (Bureau of Government Financial Operations), and G.S.A. Office of Finance among others. Duties included customer interface and problem solving, marketing, proposal writing, cost estimating, benchmarking, contract negotiation and contract administration. Responsible for hiring, assigning, and evaluating technical personnel, including salary determinations, layoffs, and terminations for cause. Reported directly to company Executive Vice President. As director of National Data Systems, Science Management Corporation, managed large financial applications software projects for major government customers. Duties included hiring, evaluating, and maintaining technical staff. Additional duties included marketing, proposal writing, cost estimating, benchmarking, and negotiating contracts, then fully executing those contracts in a timely and profitable manner. Coordinated large scale conversion of major customer from DEC-10 to DEC-20. Trained, supervised, and evaluated assigned technical staff. Participated in personnel recruitment including interviews of prospective employees. Provided input to sales staff regarding development and expansion of major accounts. Developed prototype software for use in marketing effort and presented this software to customers. Provided technical advise to major customers including the Federal Communications Commission, Defense Communications Agency, Defense Contract Audit Agency, and Interstate Commerce Commission. Wrote major portions of company proposals in response to government RFPs.
