** In July, 1993 Mr. Inskeep requested a one year unpaid leave of absence from ANSTEC, Inc. to enter the Resident Teacher Program in Baltimore City. At the end of his first year of teaching he achieved full certification and resigned his position at ANSTEC to take a permanent teaching position. After his second year of teaching he was granted tenure by Baltimore City Public Schools.
